Victor was born June 3, 1956, in Langdon to Peter and Neva (Spratt) Bachman and was one of eight children. He graduated from Langdon High School in 1974 and attended Wahpeton School of Science for his college education. He earned his degree and returned to Langdon where he started working at the CAFS and met his future wife, Carrie Hall. They were united in marriage on May 4, 1985, in Langdon. The couple raised four sons together and made their home in Langdon. He loved his family, and nothing brought more joy than spending time with his wife, children, and grandchildren. He loved watching his children and grandchildren play sports and attended all their special events. In his free time, he enjoyed wood working, watching sports, spending time with his dog, and playing catch with his sons and grandchildren. He favored time at the lake and Mt. Carmel Dam where he enjoyed fishing, boating, and sitting around the campfire with friends and family. He was a dedicated and loving grandfather who found ways of making lasting connections with his family and often created games and activities they could play together. He was a devoted husband, father, and grandfather; he had a strong and quiet presence with his family and made sure they always felt his deep and committed love for them.

Victor is survived by his wife, Carrie Bachman; sons: Chris Quam (Kim), Martin (Sara) Quam, Matthew (Brianna) Bachman, Ryan Bachman; grandchildren: Regan and Addison Quam, Kaden, Trevon and Ella Quam, and Harrison Bachman; brothers: Kenneth Bachman, Tom (Enid) Bachman, Bernie (Kitty) Bachman, Allan (Patty) Bachman, Darrel (Julie) Bachman; sisters, Darlene (Wayne) Rutledge, Veronica (Wally) Fernow; mother-in-law Mary Ann Hall; brothers and sisters-in-law: Wayne (Heather) Hall, Bob (Janet) Hall, Bruce (Kathy) Hall, Connie Stremick (Perry), Julie (Mark) Fisk, and Lisa Niesen (Brian) along with many nieces and nephews.
